IDF forces shot and killed a Hamas terrorist Wednesday near Jenin as he tried to escape. The terrorist, wanted by the IDF for his participation in a terror cell planning an attack on Israelis, was shot during what would have been a routine arrest operation conducted by IDF Border Guard officers and Israel Security Agency (Shin Bet) forces. Talal Sa'ed Talal Abed was shot in the neck in the town of Kufr Dan near Jenin, where he was treated by medics. He died en route to HaEmek Hospital in Afula. Although he was known to Israeli security forces as an operative of a terrorist organization, his precise affiliation was unclear. According to some sources he was part of Fatah’s Abu Amar Brigades, while other sources identified him as a Hamas member. According to some eyewitness accounts, Abed was shot in the foot, leading some local Arabs to suspect that he was executed by IDF troops. Palestinian Authority Prime Minister Salam Fayad meanwhile complained that IDF operations in Judea and Samaria were making it difficult for the PA to provide security in the areas under their control. Throughout the week, the IDF has been conducting operations against Hamas targets throughout Judea and Samaria. Earlier Wednesday, IDF soldiers raided the Shechem City Hall and seized five computers as part of a larger crackdown on institutions believed to be linked to Hamas. On Tuesday Israeli troops raided the Shechem mall and shut down several dozen stores, posting notices around the building that anyone arrested for ties with the terrorist group will face a minimum of five years in prison if convicted. Fayad told reporters that the operations "undermine grossly our efforts aimed at rebuilding our capacity and re-establishing law and order." The comments came at a news conference in Ramallah with Italian Foreign Minister Franco Frattini.
