Speaking with Arutz Sheva, Moshe Zar congratulated Jewish Home MK Betzalel Smotrich and Chairman of the Jewish Home Naftali Bennett over their support and initiative such that the Ministerial Committee on Legislation approved a bill that will normalize within two years 66 communities in Judea and Samaria, including Havat Gilad and Ramat Gilad, established in memory of Zar’s murdered son Gilad. "This is a great bill, and congratulations to the instigators. It's a pity that it's only in two more years, it should have been 20 years ago."

"If the law passes through the Knesset, the right moral and just way to accept the lands we bought or land that is state land will be opened," he said. "Up until today they have put sticks in the wheels and tried to stop the registration of the land. Now, with G-d’s help, we will be able to settle the land of Israel. We have plans, and Ramat Gilad and Havat Gilad can turn into into big communities with approval and permission, and not under the table. When our son Gilad was murdered, I promised myself to establish six settlements in his name, so there are already two now - we have to establish four more.”

Zar added that with true rule of law, this bill would have been extraneous. "The whole issue of land in Judea and Samaria is unfairly discussed; with the Jews they are meticulous to prove ownership, while with the Palestinians it is enough that they say it is their land or through jurists from various unions and they already receive the their claim without any legal evidence. They should have sent them home."
