The Movement for the Quality of Government commented on President Herzog's speech: "It is forbidden to negotiate the change of the regime structure and the destruction of the rule of law, certainly not a change made by someone accused of crimes and his fellow convicted ministers. The only issue on which we can begin to negotiate is the establishment of a constitution for the State of Israel and the adoption of a human rights charter. This is the most important strategic goal, through which it is possible to strengthen and fortify the democratic and liberal foundations of the State of Israel," said the movement.
