Russian Ambassador to Israel Anatoly Viktorov was summoned to the Israeli Foreign Ministry in Jerusalem to hear Israel's objection following the visit of a Hamas delegation to Moscow. Deputy CEO of the Foreign Ministry's Eurasia Branch Simona Halperin made clear to the Russian Ambassador that Israel sees the lack of an unambiguous and clear condemnation of Hamas by Moscow and Russia's conduct in the international organizations with severity.

"Hosting the leaders of Hamas, who are directly responsible for the murderous terror attack on the 7th of October, the kidnapping of hostages, and the blood of over 1400 Israelis is on their hand, gives a message that terrorism against Israel is legitimate," the Foreign Ministry stated.
